古之善為道者,非以明民,將以愚之。民之難治,以其智多,故以智治國,國之賊,不以智治國,國之福。知此兩者,亦稽式,常知稽式,是謂玄德。玄德深矣遠矣,與物反矣,然後乃至大順。 |

In the very early time, those who abode by dao to take care of society did not educate the early people by giving them orders or instructions but by actuating them to open up their mind in a natural manner. |
min zhi nan zhi, yi qi |
The people are difficult to govern because they have utilized a crafty mindset and are easy to abuse their intelligence for an easy life. |
gu yi zhi zhi guo, guo |
Therefore, governing the country with the emphasis of intelligence will provide grounds for the crafty mindset. It just puts the country in harm. |
bu yi zhi zhi guo, guo |
Governing the country without the emphasis of intelligence will encourage the people to expel their crafty mindset in order to live an honest life. It will bring happiness to the country. |
zhi ci liang zhe, yi ji shi

Those leaders who understand the difference between these two will examine their ways of governing. |
chang zhi ji shi, shi wei xuan de |
Examining the way of governing constantly can be regarded as de beyond imagination. |
xuan de shen yi yuan yi |
De beyond imagination is so profound and so extensive. |
yu wu fan yi |
That will help all the crafty people bound back from the unnatural and be natural again. |
ran hou nai zhi da shun |
By then, the leaders will be able to run the country without any difficulties. |
